Participants will see how to apply to the Building Regulations and Approved Documents, identify compliance issues and record decisions.
This course is designed for Class 2 RBIs looking to gain practical experience through coaching on a building type 2F plan assessment as part of gaining or maintaining a 2F competence registration. It is designed for individuals who are experiencing Class 2 building inspectors working towards or maintaining their 2F RBI registration.

I’m Nick, one of the Learning & Development Specialists at LABC. I lead two of our qualifications: the Level 4 Diploma in Public Service Building Control, which focuses heavily on regulations and plan assessments and is designed for newer surveyors, and the Level 6 Fire Safety in Complex Buildings course, which is aimed at more experienced surveyors.
Before moving into this role, I worked as a Building Control Surveyor and later as a Commercial Manager. My background has given me experience across the full range of building control work: plan checking, pre-application advice, and site inspections. I’ve worked closely with architects, agents, and developers, helping them understand and meet regulatory requirements while avoiding problems that could otherwise lead to delays or costly rework.
What I enjoy most is working with others to find clear and practical ways to achieve compliance and keep projects moving. Having worked as a civil engineer prior to building control, I know how important that is. It’s about applying the regulations consistently and effectively, and about using our expertise early in the process to identify issues before they become problems. In these sessions, I hope to share that perspective with you and help you develop both confidence and competence in applying the regulations in practice.
I’m Trevor Rogers, a Regulatory Specialist at LABC. I provide technical support in building control , helping with interpretation of the regulations, guidance documents, and resolving tricky compliance questions.
Before coming into this role, I gained experience working in building control and regulatory environments (serving local authorities, private applicants, agents etc.) which exposed me to wide-ranging issues: plan checking, enforcement, approvals, technical queries, and ensuring that the regulatory framework is correctly applied.
What I find most satisfying about work in building control is helping people make the right decisions early in the process. If regulations and technical guidance are interpreted clearly and consistently up front, lots of delays and costly rework can be avoided.
In sessions with you, I aim to demystify the technical side of regulations, share practical approaches to common problems, improve confidence around regulatory decision-making, and help strengthen your ability to handle complex or borderline cases.

The Level 5 Diploma in Public Service Building Control Surveying is designed for building control officers working in the construction sector who are dealing with new housing, low and high-rise apartments and commercial and industrial projects. This qualification develops the learner’s knowledge and skills to evaluate applications for compliance, liaise with stakeholders and carry out inspections to construction projects safely and efficiently.
All learning, lectures and assignments will take place via distance learning on the LABC Virtual Learning Environment.
- Tutor Led Learning: Online interactive lectures with facilitated activities. We recommend that you attend all lectures but understand that this isn't always possible. All lectures will be recorded and made available to those students who are not able to attend. So if you miss them you can always catch up later at a more convenient time / day.
- Self-directed study: Required on top of the Thursday lectures which should involve (e-learning, researching, studying, working on assignments and on-site experience with mentor/manager).
- Exams: One compulsory week of exams.
- Support: As this is an intensive vocational course students must be allocated a mentor and at least 20% of their working time for "off the job learning". This equates to one day a week for lectures, self-directed study and time to go on-site to put theory into practice.

The Level 6 Safety and Sports Grounds and other Public Events qualification has been designed in partnership with the Sports Grounds Safety Authority. This unique Level 6 Certificate is aimed at mid-career public officials and other professionals who are involved in regulating public safety at sports grounds and other public events.
The course is made up of online learning modules, case studies, real-life job role activities and live interactive online lectures delivered by expert guest speakers and facilitated by the course lead. It aims to develop the individual’s ability to appraise the physical structure, undertake inspections, and navigate complex safety issues to ensure compliance with legislation for a range of public entertainment venues.
The course specifically covers:
- The roles and responsibilities of stakeholders in ensuring safety in event management
- How to comply with legislation and application in relation to Safety at Sports Grounds and other public events
- How to appraise the physical structure of a premise for a range of events
- The range of complex dynamic factors that can impact the safety of events
- How to be able to make decisions on the suitability of an event

Live interactive workshops and tutor support days will take place one day a week for 13 weeks*. Although we recommend that you attend all the live sessions we understand that may not always be possible due to work commitments. Therefore LABC will make online learning available before the live workshop days for those who are unable to attend the live sessions. The live sessions will also be recorded so that you can catch up on any sessions you missed. After your last workshop you'll have a study break before the Unit's assessment is due.

Built in response to the Grenfell Tower Inquiry (Phase 2, Recommendation 18)
Our new Fire Engineering Principles programme brings together leading fire safety experts to strengthen your ability to understand, interpret and critically assess fire-engineered solutions. Delivered over 11 half-day workshops, it reflects the latest thinking, research and practical experience, giving you the skills to evaluate fire strategies, provide clear, evidence-based feedback to designers and engineers, and stay aligned with building legislation, British Standards and evolving regulations, helping you to remain confident and effective in your role.
By the end of this programme, you will be able to:
- Understand the requirements of building legislation in relation to fire safety, and how fire engineering principles can be applied to achieve compliance.

This course is designed for trainee Class 1, experienced Class 2A RBIs looking to gain practical experience through coaching on a building type 2A plan assessment as part of gaining or maintaining a 2A competence registration.
It is designed for individuals who are new to building control and working towards their 2A RBI registration, as well as those already registered who wish to maintain and strengthen their skills.

I’m Sarah, one of the coaches for this pathway. I currently lead two of the LABC Level 6 qualifications and play an active role in designing and developing competency-specific learning in Building Control for both our members and delegates from the wider construction industry.
Before joining LABC, I worked in Local Authority Building Control, most recently managing a team of Plan Checking Surveyors at a large unitary authority. We reviewed a high volume and wide range of plans, covering many building types. As a dedicated plan checking team, our focus was on consistency, preventing non-compliance before it became costly on-site, and maintaining clear communication with agents and applicants to support compliance with regulations.
Plan checking is a vital early intervention. It considers safety, convenience, efficiency, and the overall viability of a project. Plans represent the exciting first step of turning ideas into buildings. Eventually, the drawings become a physical space, where regulations take on real meaning in protecting users’ safety and comfort. With this perspective, I hope you’ll see the importance of effective plan checking and use these sessions to strengthen your skills and expand your knowledge.

We worked with accreditation bodies to develop a unique OFQUAL Level 6 Certificate in Managing Public Service Building Control. It's aimed at those working in a local authority building control team who have some level of managerial responsibility for the building control service, this could be that you are a manager or that you are on a development pathway to take on more managerial responsibilities. This programme is recognised by the Chartered Management Institute, as part of this recognition LABC learners receive 12 months membership with CMI, including access to Management Direct (e-learning platform), Management Diagnostic Tool and all membership benefits. It also includes a CMI certificate upon completion of the programme and Foundation Chartered Manager post-nominals upon completion.
