We worked with accreditation bodies to develop a unique OFQUAL Level 6 Certificate in Managing Public Service Building Control. It's aimed at those working in a local authority building control team who have some level of managerial responsibility for the building control service, this could be that you are a manager or that you are on a development pathway to take on more managerial responsibilities. This programme is recognised by the Chartered Management Institute, as part of this recognition LABC learners receive 12 months membership with CMI, including access to Management Direct (e-learning platform), Management Diagnostic Tool and all membership benefits. It also includes a CMI certificate upon completion of the programme and Foundation Chartered Manager post-nominals upon completion.

This course will give an overview of the building regulation requirements that building professionals need a solid understanding of.
It will look at the application of fire safety principles to building work and the various approaches to demonstrate compliance. It will also discuss principles that can be used to vary guidance but maintain the necessary performance standard.
This presentation includes videos of actual fire incidents, which may be upsetting to some viewers. Prior to playing these videos, we will provide a warning to allow attendees the opportunity to choose whether to view them or to step away from their screen.

Continual Professional Development (CPD) is a vital part of the registration of the profession going forward, both for individuals and for teams. The Registered Building Inspector (RBI) Code of Conduct will require individuals to maintain records of and provide evidence of their CPD. The Operational Standards Rules (OSRs) will require employers to make appropriate CPD available to their staff and keep records of this. This will potentially be expensive, time consuming and yet another burden on already stretched resources.
LABC has created a new monitoring and recording portal, myLABC, to help individual members and managers meet these new obligations.
All local authorities will, as part of their current subscription, continue to receive access to the Virtual Learning Environment and will be able to manually upload any CPD they undertake.
Members who elect to subscribe to myLABC will receive an individual log-in, a bespoke tailored calendar of CPD and events based on their work profile. RBI’s will also be able to identify personal training needs and skills gaps identified from their validation assessment (e.g. feedback from the BSCF) with all CPD itemised against the BICoF core competencies and work profile. myLABC will deliver monthly prompts about available resources, unlimited access to courses and learning material, and, perhaps most usefully, an automatic log of all CPD undertaken. This can then be used as evidence for other Competence Assessment Schemes as well as annual CPD returns for Professional Bodies. You’ll never have to remember, evidence, and upload a year’s worth of CPD records again.
Of most interest to managers, is a new dashboard of their surveyor’s learning activity. The VLE will help support performance appraisal and goal setting and automatically generate KPI data for the BSRs OSR Monitoring of teams. This will save many hours of work every year as well as the need to develop manual systems of recording and reporting.
The licence for full access to the system including monthly targeted CPD is £150 per surveyor per annum (£75 / half year) for surveyors in English and Welsh member authorities.

This programme guides delegates step by step through the process of completing a type 2A plan assessment for a three storey dwelling house, using a practical walk through of an example plan. Participants will see how to apply to the Building Regulations and Approved Documents, identify compliance issues and record decisions.
This course is designed for trainee Class 1, experienced Class 2A RBIs looking to gain practical experience through coaching on a building type 2A plan assessment as part of gaining or maintaining a 2A competence registration.

I’m Sarah, one of the coaches for this pathway. I currently lead two of the LABC Level 6 qualifications and play an active role in designing and developing competency-specific learning in Building Control for both our members and delegates from the wider construction industry.
Before joining LABC, I worked in Local Authority Building Control, most recently managing a team of Plan Checking Surveyors at a large unitary authority. We reviewed a high volume and wide range of plans, covering many building types. As a dedicated plan checking team, our focus was on consistency, preventing non-compliance before it became costly on-site, and maintaining clear communication with agents and applicants to support compliance with regulations.
Plan checking is a vital early intervention. It considers safety, convenience, efficiency, and the overall viability of a project. Plans represent the exciting first step of turning ideas into buildings. Eventually, the drawings become a physical space, where regulations take on real meaning in protecting users’ safety and comfort. With this perspective, I hope you’ll see the importance of effective plan checking and use these sessions to strengthen your skills and expand your knowledge.
I’m Nick, one of the Learning & Development Specialists at LABC. I lead two of our qualifications: the Level 4 Diploma in Public Service Building Control, which focuses heavily on regulations and plan assessments and is designed for newer surveyors, and the Level 6 Fire Safety in Complex Buildings course, which is aimed at more experienced surveyors.
Before moving into this role, I worked as a Building Control Surveyor and later as a Commercial Manager. My background has given me experience across the full range of building control work: plan checking, pre-application advice, and site inspections. I’ve worked closely with architects, agents, and developers, helping them understand and meet regulatory requirements while avoiding problems that could otherwise lead to delays or costly rework.
What I enjoy most is working with others to find clear and practical ways to achieve compliance and keep projects moving. Having worked as a civil engineer prior to building control, I know how important that is. It’s about applying the regulations consistently and effectively, and about using our expertise early in the process to identify issues before they become problems. In these sessions, I hope to share that perspective with you and help you develop both confidence and competence in applying the regulations in practice.
