Good Building Control rarely results in formal action. But does your team really have the necessary skills and competence if formal action became necessary?

This course provides training from informal day to day enforcement activity, through to carrying out investigations and going to court when formal action is required.

It will cover enforcement in areas of the Building Regulations, Unauthorised Work and Initial Notices, with an overview of the relevant changes in the Building Safety Act 2022, Building Act 1984 and the Building Regulations 2010 (as amended) from the 1st of October 2023.

CPD: This course counts for 4 hours CPD.

Cost: £80+VAT (Please note, the price increase from 1st May 2025 to £85+VAT)

Platform: This course will be held via Zoom and will run for 4.5 hours including time for breaks.

We worked with accreditation bodies to develop a unique Level 6 qualification for people managing the enforcement process to ensure public safety.

Our course is for managers, team leaders or surveyors in building control who have responsibility for, or carry out, enforcement. It's not about management and legislation, it’s about sharing our knowledge and experience in our core role of protecting the public. We’ll look at inspection and enforcement processes including:

  • legal action (formal court action, PACE interviews, witness statements, evidence, monitoring reports)
  • risk assessments
  • lone working policies
  • emergency planning
  • staff development
  • actions proportionate to the risks presented

Are you a Building Control Manager with responsibility for budget setting and monitoring? Are you looking to move into a management role or do you have a finance background and now have responsibilities supporting the building control service?

If you are, and you want to gain a better understanding of the legislation that governs how building control finances should be managed and the guidance provided to support local authorities to do this, then this one day-course is just for you.

Even if you have experience of building control finances, why not refresh your knowledge and ‘sense check’ how your authority currently operates.

The session will cover all key topic areas, including:

  • Legal framework for charging
  • Building (Local Authority Charges) Regulations 2010
  • General principles of the CIPFA guidance
  • Worked examples of determining hourly rates and setting charges.
  • Budgets and forecasting

It is appreciated people will have different levels of knowledge, this course provides you with a great opportunity to learn and share your experiences in a ‘safe’ environment.

There will be group exercises to take part in and the course tutor will run through suggested ‘model’ answers.

In order to get the most out of the day, there will be some pre-work to do involving gathering some key financial data from the last financial year, we will use the data supplied as part of our discussions on the day., so it is important this is completed prior to the course taking place.

Pre-Learning: Please note once you've booked your place on the course, you will be sent a few questions to complete and return before the course. The responses will be shared with the course trainer.

We worked with accreditation bodies to develop a unique OFQUAL Level 6 Certificate in Managing Public Service Building Control. It's aimed at those working in a local authority building control team who have some level of managerial responsibility for the building control service, this could be that you are a manager or that you are on a development pathway to take on more managerial responsibilities. This programme is recognised by the Chartered Management Institute, as part of this recognition LABC learners receive 12 months membership with CMI, including access to Management Direct (e-learning platform), Management Diagnostic Tool and all membership benefits. It also includes a CMI certificate upon completion of the programme and Foundation Chartered Manager post-nominals upon completion.

The Level 6 Safety and Sports Grounds and other Public Events qualification has been designed in partnership with the Sports Grounds Safety Authority. This unique Level 6 Certificate is aimed at mid-career public officials and other professionals who are involved in regulating public safety at sports grounds and other public events.

The course is made up of online learning modules, case studies, real-life job role activities and live interactive online lectures delivered by expert guest speakers and facilitated by the course lead. It aims to develop the individual’s ability to appraise the physical structure, undertake inspections, and navigate complex safety issues to ensure compliance with legislation for a range of public entertainment venues.

The course specifically covers:

  • The roles and responsibilities of stakeholders in ensuring safety in event management
  • How to comply with legislation and application in relation to Safety at Sports Grounds and other public events
  • How to appraise the physical structure of a premise for a range of events
  • The range of complex dynamic factors that can impact the safety of events
  • How to be able to make decisions on the suitability of an event

We worked with accreditation bodies to develop a unique Level 6 qualification that explores the roles and responsibilities of those involved in ensuring the fire safety of a building from inception to demolition. We focus specifically on both existing and new buildings without being restricted exclusively by the definition of a higher risk building given in the Building Safety Act and associated regulations, and therefore consider a variety of increasingly complex buildings. 

This Level 6 qualification is a recognised pathway to independent competency validation. 

Lectures take place within the eleven teaching weeks we'll host an afternoon workshop where you'll discuss complex case studies with expert guest speakers and your peers.

It would be beneficial for you to attend all of the afternoon, and this is our recommendation as the opportunity to discuss and debate the subject of the day is invaluable; however, if you do miss any due to work commitments, you'll be able to catch up in your own time as all workshops will be recorded. There isn’t an exam for this qualification, you'll have a few weeks’ break following your last workshop, after which time your assignment will be due. In the unlikely event you refer on your first attempt at your assignment, you'll have two more attempts to pass.

This qualification requires the use of a wide range of sources to develop and expand your knowledge base and evidence your detailed understanding of the subject matter.

"I have vastly increased my knowledge of fire safety over the last 11 weeks, this course was more than a refresher course I have learnt much more specific areas of fire safety. The weekly presentations were very informative and detailed from materials testing to firefighting processes and procedures, most of which I was not knowledgeable about at the start of the course. The course was very intensive taking a lot of home time working, difficult to do when we are all fully employed with busy weekly workloads.
